When a first comment is made on a post, it goes to a back page.  So people comment as "top" to bring it back.

If the thread is dead, someone could post something, and later top it.  For myself, I've learned to top a RP a little later than the original post I've made a little earlier.  I don't know if they can be replies, or if they're just new comments.  (I just do new comments.)

And, to answer your questions, Top is a more.. used person.  CBers use a new comment, name themselves "Top" and can easily just send it right then and there... I think.  I tend to put something in the body of a comment, making sure it goes through.

The person, Top, I don't think they make actual posts.  The CBers who want to top a role-play can simply put a "top" after their post.  (In a new comment.)  So simply putting it, the person "Top", doesn't make actual posts, they just comment on different threads, topping it to reasonably get it to the front page.  CBers make the actual threads, and then others can top the thread if it appears to be dead, or if it appears to be on a more later page.  If you don't understand, "Top" is just a CBer, I think, just going around and topping different threads.  A lot of CBers might want a dead roleplay to be back, so they try to top it and see if it can be seen and revived.  

I've topped once in my life, so I don't really know how it goes.  I'm really just assuming these things.  I'm not a very professional CBer on here, so I think I got post of these fact wrong.  Someone can correct me, if they'd like to. 

"Top" is multiple different CBers. As you have been told, the first comment on a post sends the post to the back page. A CBer may pay a visit to the back page and see a thread that was posted only hours ago that has somehow found it's way to the depths of the Chatterbox. Said CBer will then go to the thread, add a new comment, and say "top"

And voila! The thread is now back on the front page. Any CBer who wants to can top a thread, and I don't actually think their name has to be "top," they just make it that so their purpose on the thread is known.

Top is not a single person. Top can be anyone. Some people have their own topping names, which are usually based on their CB names. For example, my topping name is Agent WinTOP!, Leafy used to top threads as LeafTOP, and Porcelain Dragon topped threads as Wildtop when she was Rogue Wildling. 

People usually top a thread for these reasons: 

1. A thread has sunk to the second page, and they want it back to the first page. 

2. The first comment on a new thread sent it to the back pages. 

I used to think "top" was a single person, but that is not true. Anyone can top. You just make a post and put "Top" (or TOPTOPTOP, or top, or any creative topping name you can come up with) in the name box. Hope this helps!

Note: Sometimes putting a lot of text in the topping post will top more efficiently, but this is inconsistent. And sometimes threads won't top at all. It glitches.
