Theo-Lexi, please tell Steve that he has recieved a Minecraft challenge! I challenge Steve to build an underwater city in Minecraft that is better than mine! After we both build our underwater cities, we shall post screenshots here, and somehow decide on the superior one. Steve, do you accept my challenge?

Question: Does it have to be made while underwater, or just the final creation is underwater? And do the buildings have to be full of water, too?
