I've been reading back on old stuff and found some things called ICs. What are ICs and why don't we have them anymore?

You may be referring to the Instant Chats. We announced in advance a time when Admin would be posting comments to give participants a stronger feeling of conversation. The problems were:

It's hard for Admins to know in advance when they will for sure be available, due to other responsibilities and deadlines.

It was impossible to find a time that was good for everyone who wanted to participate.

As I remember the content of the chats was rather insubstantial. For the one I hosted it seemed that most of the comments were like "What shall we talk about?"

 I think we only had two chats.

Yes. I think we only had the one that was not on Kyngdom, several years ago.
