For the October 2014 story contest we have to write a story using Crowd Sorcery. Could we use Fable and other characters that were chosen?

Yes, you can use any of the Crowd Sorcery characters, including Fable, or even create new characters not on the CS lists, but we hope some of the stories will bring to life some of the other characters that weren't selected for Fred's story but are "waiting in the wings."
